The Policy of President Joe Biden in the Asia-Pacific Region: New Strategy and Its Results, 2021–2025

Resumo
The article is devoted to evaluating the policy of President Joe Biden in the Asia-Pacific region during the years 2021-2025 and its results. It analyses the changes introduced by the implementation of the concept of forming a " ring of encirclement of China" – both in the overall situation in the Asia-Pacific region (APR) and in the relations between the USA and regional states. It is noted that this concept complemented President B. Obama’s strategy of “rebalance to Asia” and President Trump’s strategy of containing China’s rise through trade and ideological warfare. The new American strategy envisages a comprehensive approach to confronting China. Without a complete rejection of previous strategies, it placed emphasis on strengthening the United States’ existing bilateral military-political alliances in the region, making more active use of regional structures with an anti-China orientation, forming new, primarily tripartite partnerships with states concerned with Chinese activities in the region, and making efforts to engage in supporting the American policy of containing China as many regional states as possible. At the conclusion of the analysis of the results of the “ ring of encirclement” concept – essentially, containment of China – it is concluded that in several directions, the administration of President Joe Biden has managed to achieve concrete results. The relations of the USA with regional allies were strengthened, several tripartite partnerships were organized, the Quad forum was revitalized, NATO started to show interest toward participation in regional military-political processes, working-level contacts were established with ASEAN, and relations with key ASEAN members were improved. However, the central goal – to encircle China with a solid anti-China ring under American leadership – was not fully achieved. China continued to methodically strengthen its political, economic and military positions in the Asia-Pacific.
